OBRA Program

Omnibus Budget Reconciliation Act

The OBRA Program is a federally mandated and funded program that provides evaluations of individuals with mental health diagnoses and/or developmental disabilities entering nursing facilities. The evaluation focuses on appropriateness for nursing home placement and identification of needs and recommendations related to those needs.

Coordination of the program and assessment through HHS, Health Options in: Kent, Lake, Mason, Oceana and Ottawa Counties.

Assessment services by HHS, Health Options contracted through: Allegan County.

Description of Services

  • Professionals from the community and facilities make referrals to the program
  • Screening of referrals for all individuals entering or residing in a nursing facility
  • Comprehensive face-to-face evaluations are completed by experienced Registered Nurse and certified Social Work Case Manager. Collateral evaluations provided for some individuals by occupational therapist, psychologist, or psychiatrists
  • Services by HHS, Health Options provided as a contracted agency of the local county Community Mental Health boards
